5% minimum gradient for achieve. Anything less is a failure to do the job. We all have to work hard for each other to improve the current state. Anything less is letting down your own team mates and planning for them to fail.
Where negative and positive are possible, then absolute changes of 5% need to show on both ends of the scale.
